The quote - "I've always fancied having a ladies hairdressing salon, you know, a string of them in fact. Strutting around with me stripes and me tails, you know, 'would you like a cup of tea, Madam?'" - was from the same interview in which John, when asked how long he thought The Beatles' fame would last, replied "You can be big-headed and say yeah, we're going to last 10 years. But as soon as you've said that you think... we're lucky if we last three months."
Possibly Ringo's comment was just a throw away Ringo-ism that the BBC happened to jump on, and decided to film him in a salon to illustrate the point - the other Beatles obviously thought it hilarious!

Well, I think George Martin may disagree with you! On Anthology #9, George Martin says that the piano and bass were recorded simultaneously, and since Paul is playing the piano, he's not playing the bass!
So, running with that, it seems either John or George is playing the bass. The three of them couldn't remember which one it was.
